When to visit Wrocław? - you make ask yourself, especially if you live at the other side of the planet (now I regret not having the globe on my desk to check what exactly 'the other side' is).
So...
1. Weatherwise
As I have written before weather in Poland is very changeable. When you come for a weekend the waather might be gorgeous or awful, no matter which month you choose (maybe except from October, November and March, with 75% chances of awful).
Nonetheless, the best choice is April-August. I suppose that most cities are more attractive in spring/summer than in autumn/winter but in case of Wrocław it is relatively stronger than with other important tourist cities in Poland, e.g. Kraków or Warszawa. The reason is that Wrocław has a lot of outdoor attractions, like area around Hala Stulecia, or cruises on Odra river, or zoo, whereas its museum offer is quite poor (for a city of its size).
2. Culturewise
I don't know if it is the same all other the world, so I warn you: in Poland some institutions (e.g. theatre* or concert hall) do not work in summer. So if you are into culture (but not necessarily into festivals), come October-June.
*yes, that's applicable to foreigners, because there are plays with English subtitles in Teatr Polski
3. Festivalswise
There are really cools festivals in Wrocław, so you can align your stay with one of them.
Nowe Horyzonty will definitely delight any cinema freak. It takes place in the second half of July. I just love it!
For classical music lovers there is Wratislavia Cantans in September. If you enjoy jazz, you can visit in November and go to Jazztopad concert or in April in time for Jazz nad Odrą.
The most famous theatre festival is probably Dialog, organized in October, every two years.

To sum up: if I had to give advice balancing all of the above, I would recommend May or June as best time of the year to visit Wrocław.
