If...
a) you arrive in Wrocław for a longer period of time
b) you are going to use public transport regularly
...it's essential to get your URBANCARD.
The reason is that some tickets can only by encoded on the card. You cannot buy them in an old-school paper version. It applies, most importantly, to 30-, 60- and 90-day tickets.
Getting the card itself is free of charge. You have to submit an application for it 'offline' in selected points (mainly branches of BZ WBK bank) or online, and collect your URBANCARD after a few days.
When you already have the card... You can buy (and encode) a ticket yourself in a ticket machine (I will be honest with you: I have never done it), or you can have it encoded in a kiosk.
What's important - encoding is not available in every shop/kiosk in Wrocław. Check this list for the point nearest to you.
